Twenty kilobytes is the limit many government and exam portals set for a photo or a signature. The page opens at 800 pixels on the long edge, which is enough for a face on screen and fits under 20 KB.

How do I compress a photo to 20 KB?
Choose it here: the page opens on a 20 KB target and finds the highest JPEG quality that fits under it. If a large photo cannot get under 20 KB without looking poor, make it smaller in pixels with the Size option, which helps far more than quality does.
Why is my photo still too big?
Below a certain quality a JPEG stops shrinking much; the pixels are what take the space. Pick a smaller size in pixels and it will fit with room to spare. A form that asks for a small file rarely needs a large picture.
Is my photo uploaded?
No. It is compressed in this tab, on your device, by a page that is not allowed to open a network connection. Nothing is sent anywhere.
