Opens on PNG output, so pick a JPEG and you get a PNG back. PNG is lossless, so nothing further is thrown away from here on.
It will not undo what JPEG already did. The compression artefacts baked into the JPEG are part of the picture now, and a lossless format preserves them faithfully rather than removing them. Expect the file to get larger, often several times over, for a photograph that looks the same. What you gain is a picture that will not degrade again with each save.
The reason to do this is usually editing, or a tool that insists on PNG. For putting a photograph on the web, the JPEG was already the right file.

Questions
Why is the PNG bigger than the JPEG?
Because PNG stores every pixel exactly and JPEG approximates. For a photograph, exact storage of millions of slightly different colours takes far more space than an approximation nobody can see the difference in. A three to five times increase is normal and does not mean anything went wrong.
Does converting to PNG improve the quality?
No. The detail JPEG discarded is gone, and no later format can put it back. Converting to PNG stops any further loss, which is worth doing before editing, but the starting point is whatever the JPEG already was.
Is my picture uploaded anywhere?
No. The file is decoded, drawn to a canvas and re-encoded entirely by your own browser. This page is served with a Content-Security-Policy whose connect-src is none, so it is not permitted to open a connection at all. Photographs are the files people most often regret uploading, which is most of the point.
Can I resize while converting?
Yes, and that is why this is the resizer rather than a separate tool. The width and height are filled in from the picture you choose, so leaving them alone converts at the original size; changing them does both jobs in one pass and one re-encode.
