Open the form and click into a field: a PDF made to be filled in has real boxes for text, tick boxes, choices and lists, and each one here is a box you type in or a tick you tick. What you type is written into the form itself when you download, so it opens filled in anywhere and can still be changed later. The sample is a fillable form to try.
Want the answers fixed? Open the settings and tick Flatten the form: each answer becomes part of the page and the fields are gone, which is what many offices ask for. A form that is only lines printed on the page has no fields; use Text and type on the lines, and Stamp for ticks, crosses and the date. Sign adds your signature.
Forms are where the personal details are: names, addresses, dates of birth, account numbers. This page fills them in on your device and writes the file there, in WebAssembly, and is served with a rule that forbids it from opening a connection to anywhere.
How to use it

- Sign it with Sign, and flatten it in the settings if the answers should be fixed.

Questions
Why can I not click into my form?
Because it has no fields: it was printed to PDF or scanned, so the boxes are only lines on the page. Choose Text, tap where the answer goes and type; Stamp adds a tick, a cross or today's date.
What does flattening a form do?
It draws each answer into the page and removes the fields, so the form looks the same in every reader and can no longer be changed by typing into it. Leave it off to keep the form fillable.
Will the answers show in other PDF readers?
Yes. They are saved into the form's own fields, which every PDF reader shows, and the page also asks readers to draw them where a form leaves that to the reader.
Is my PDF uploaded?
No. The document is opened by this page, drawn by a PDF renderer in the tab and written back out by WebAssembly on your device. The page is served with a rule that forbids it from opening any network connection, so the file cannot leave your computer or phone.

This page makes no requests at all, to anywhere. That is not a promise in the copy: it is a Content-Security-Policy header your browser enforces, and connect-src on it is none. Open the network tab and watch nothing happen.
