A sample is in. Choose a straight-on photo of your face and shoulders, in even light.
Your photo is opened and cut out by this page, on this device, and never uploaded. Check your country's current rules before you print: offices also look at expression, glasses, shadows and how recent the photo is, which no tool can check for you.
A UK passport photo is 35 × 45 mm, with the head 29 to 34 mm from chin to crown, on a plain cream or light grey background. Choose a straight-on photo and it is cut out, put on the background you pick and framed to those numbers.
For an online application, download the photo; for a paper form, download a print sheet and have it printed as a 10 × 15 cm photo. Nothing is uploaded.

Your data stays on your device
Everything above runs inside your browser as WebAssembly compiled from Rust. Nothing you type is uploaded, logged or stored on a server. You can load this page once, go offline, and it still works.
This page makes no requests at all, to anywhere. That is not a promise in the copy: it is a Content-Security-Policy header your browser enforces, and connect-src on it is none. Open the network tab and watch nothing happen.
